Mix the sugar and water in a pot. Cover the pot with a lid. Put it on medium heat to make thick sugar syrup.
Heat the milk in a nonstick pan. Add sugar and cocoa powder. Mix well.
Once the mixture is well combined, add the khoa (Mewa) and flour.
Let the mixture dry and then reduce the heat.
Add Cadbury Dairy Milk Chocolate (grated), and stir lightly.
Add vanilla essence and let it cool down.
Make small balls out of the dough. Flatten the balls with both hands. Place a Cadbury Dairy Milk Chocolate cube in the middle of each ball. Cover the cubes completely with mixed choco khoa.
Take a bowl. Add the flour, sugar, salt, white oil, and water. Mix well, and then knead the dough.
Divide the dough into 10/12 portions. Shape each portion into a flat disk, like puri or a small roti. Place the choco khoa filling in the centre of the disk. Wrap the dough around the filling. Place a clove at the centre to seal off the top layer.
Take a vessel. Add the oil and ghee. Once it starts to warm up, fry the lobongo latika on a low flame.
Dip the fried lobongo latika in the sugar syrup. Decorate it by adding grated chocolate on top. Your crisp Choco Lava Lobongo Latika is ready.
